An exciting and rarely listed opportunity has come up with the Office of the State Building Surveyor (OSBS) as part of the newly established Building and Plumbing Commission for Head of Building.

The Building & Plumbing Commission (BPC) is Victoria’s new regulator for building and plumbing. It brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA) into one organisation.

Key functions related to building and plumbing regulation will come together under one roof, including registration, inspection and compliance, practitioner discipline, dispute resolution, and domestic building insurance. These services will now be a part of the BPC and will be fully integrated over the next 12 months.  The OSBS is the main source of technical expertise for industry and practitioners in Victoria. From February 2024, the Building Legislation Amendment Act 2023 established the State Building Surveyor as a statutory appointment with a range of additional functions and powers to strengthen its significance and effectiveness.

About the Role

Reporting directly to the State Building Surveyor, the Head of Building will be accountable for leading teams of technical building experts in the delivery of the State Building Surveyor legislated functions. The focus will be on providing expert technical advice and guidance to practitioners and the Authority, the delivery of training and education, advice and support to Executive Leadership, Council’s, MBS’s and Industry on the performance of their building control functions.

The role involves the provision of technical and thought leadership and contributes to the continuous improvement of practitioners understanding of requirements, partnering closely with key stakeholders to deliver accurate advice, guidance, training, education and Council support services to deliver the legislative functions of the OSBS.

What We Are Looking For

Consideration will only be given to candidates with:

  • Current Building Surveyor Unlimited Registration with the VBA;
  • Substantial experience working as a Building Surveyor Unlimited; and
  • Proven expertise leading large technical teams in a complex regulatory environment with outstanding technical building knowledge is an absolute must.

definitive and tough decisions. You will possess exemptional people leadership and a creative nature to generate new ideas to identify new and better ways of doing things, with a focus on detailed information.
