Join us at the Office of the State Building Surveyor and play a role to improvements to regulatory oversight and practice.

About the Role:

The Manager, Business Improvement plays a pivotal role in helping the Office of the State Building Surveyor (OSBS) improve efficiently and effectively. Working closely with leaders and teams across the division, you will identify opportunities for improvement, lead cross‑functional initiatives and deliver practical solutions that enhance how we work and the services we provide to our internal and external customers.

With a strong understanding of business processes, operating models and change delivery, you will proactively drive improvement initiatives from concept through to implementation. As a trusted advisor and project leader, you will bring people together, navigate complexity and help embed sustainable ways of working across OSBS.

What we are looking for:

We’re seeking a collaborative leader who brings both strategic insight and hands‑on delivery capability. You will bring:

  • Proven experience delivering complex change and improvement initiatives, with strong planning, prioritisation and interdependency management skills to achieve agreed outcomes.
  • Capability in business improvement and continuous improvement methodologies, including applying systems or design thinking to identify opportunities and develop practical frameworks and tools.
  • Demonstrated leadership and people management experience, leading multidisciplinary teams, building capability and fostering a high‑performance, collaborative culture.
  • Strong communication, engagement and influencing skills, with experience facilitating workshops, delivering clear messages and building trusted relationships with senior leaders and stakeholders.
  • Well‑developed project, analytical and advisory skills, including coordinating resources, managing risk and progress, and providing evidence‑based advice to support decision‑making and ongoing optimisation.

About the BPC

Established in 2025, the BPC is Victoria’s new independent regulator for the building and plumbing industries. The BPC brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA) into one organisation.

Key functions related to building and plumbing regulation have come together under one roof, including registration, inspection and compliance, practitioner discipline, dispute resolution, and domestic building insurance.
