The Building & Plumbing Commission (BPC) is Victoria’s new regulator for the building and plumbing sectors. It brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV) and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA) into one organisation.

The BPC unites key regulatory functions under one roof — including registration, inspection and compliance, practitioner discipline, dispute resolution and domestic building insurance. These services will be fully integrated over the next 12 months.

Within the BPC, the Office of the State Building Surveyor (OSBS) provides expert technical leadership for Victoria’s building and plumbing industries. Established under the Building Legislation Amendment Act 2023, the State Building Surveyor is a statutory appointment with expanded powers and responsibilities to strengthen regulatory oversight.

 About the Role

 The Manager, Plumbing plays a key leadership role within the OSBS, providing high-level technical advice, guidance, training and education to drive excellence across Victoria’s plumbing sector.

You’ll lead a team of technical experts and collaborate with practitioners, industry groups, associations and government to enhance plumbing safety, compliance and standards.

This role is also responsible for delivering key projects that support the BPC’s strategic goals and legislative responsibilities under the Building Act 1993.

 About You

We’re seeking an experienced and respected plumbing professional with:

  • Advanced technical knowledge of the plumbing regulatory framework (including the Building Act, Plumbing Regulations and National Construction Code), and the ability to identify and respond to emerging issues.
  • Proven experience providing technical advice and building strong relationships across a diverse range of stakeholders.
  • Eligibility for a plumbing licence in the main classes of plumbing work under Part 12A of the Building Act 1993.
  • Experience across specialised classes of plumbing.
  • Experience in Fire Protection would also be highly regarded.

You will lead the delivery of expert technical advice, guidance and education initiatives for plumbers and engineers, ensuring compliance with relevant legislation while driving continuous improvement across the sector.
