The Building & Plumbing Commission (BPC) is Victoria’s new regulator for the building and plumbing sectors, bringing together the functions of the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA).
As the state’s central regulator, the BPC oversees practitioner registration, compliance and enforcement, inspections, discipline, dispute resolution, and domestic building insurance. Through the integration of these functions, the BPC is driving a more coordinated, effective, and contemporary regulatory framework for Victoria’s building and plumbing industries.
The Office of the State Building Surveyor (OSBS) serves as Victoria’s leading source of technical expertise and guidance for industry practitioners, regulators, government agencies, and the broader community. The Building Legislation Amendment Act 2023 further strengthened the role of the State Building Surveyor, establishing it as a statutory appointment with expanded powers and responsibilities to provide leadership across the sector.
To support the continued growth and strategic direction of the BPC, we are seeking a Manager, Technical Services – Technical Advice & Guidance to lead the delivery of high-quality technical advice, interpretation, and guidance on building legislation, the National Construction Code, and associated standards.
This influential leadership role will work closely with the State Building Surveyor and senior stakeholders to shape regulatory outcomes, provide technical direction on complex building matters, contribute to policy development, and support industry-wide improvements in compliance and building safety.

About the Role
Reporting to the Head of Building, the Manager, Technical Services – Advice and Guidance plays a key role in supporting the delivery of the State Building Surveyor’s statutory functions, with a primary focus on the provision of technical advice, guidance, and interpretation across Victoria’s building industry.
As a senior leader within the Building Division, this position provides strategic and technical leadership to drive excellence in building practice, regulatory consistency, and continuous improvement in building standards and compliance outcomes. The role leads a specialist team of technical experts and serves as a critical link between the Office of the State Building Surveyor, registered building practitioners, industry associations, government agencies, and other key stakeholders.
Through collaboration, stakeholder engagement, and the delivery of authoritative technical guidance, the Manager, Technical Services – Advice and Guidance contributes to strengthening building safety, improving regulatory outcomes, and supporting a high-performing and compliant building industry across Victoria.
What We Are Looking For
Consideration will only be given to candidates with:
- Tertiary qualifications in Building Surveying, with current Unlimited Registration.
- Significant experience leading technical teams in a complex regulatory environment.
- Advanced knowledge and practical application of the building industry and regulatory framework, including the Building Act, Building Regulations and National Construction Code and other relevant legislation in Victoria and/or other Australian jurisdictions.
- Demonstrated experience in developing and implementing strategic plans and delivering programs that achieve strategic outcomes.
