  • $140,000 – $168,000 Salary Package (including superannuation)
  • Permanent, full-time position.
  • Location: Wagga Wagga City Council, NSW. This position may require relocation.

About the Organization

Wagga Wagga City Council is the largest inland city in NSW, undergoing rapid changes as the result of strong organic growth, major investment from the state government and several national construction projects. It is strategically located at a national transport node offering connection to road, rail and air and act as the economic hub for the Riverina, serving a catchment of over 175,000 people. The city offers a range of services and facilities typically found in a metropolitan setting, including a diverse economy, extensive school and university education options, healthcare, the arts and community events, regional and national sporting facilities and a vibrant entertainment and retail sector. 

City Prospectus

Wagga Wagga is evolving as it responds to these dynamics and grows towards 100,000 people. There is a unique opportunity to leverage off the scale and diversity of investments and to create a legacy for its future community. The Special Activation Precinct will see the creation of up to 6,000 jobs and the northern growth area will see 15,000 new residents come to our city when completed. The recently opened Riverina Intermodal Freight and Logistics hub is operating daily services to national and international markets. The essential services provided by Council including the Oasis Regional Aquatic Centre, Livestock Marketing Exchange, Wagga Wagga Airport and Gregadoo Waste Management Facility must plan for and service the expanding needs of our city.

The Role 

This position is responsible for taking a commercially minded and innovative approach to the leadership to the operations and future growth of Council’s City Businesses. The role is responsible for planning and managing the growth of these businesses through the development of strategic plans and initiatives. The role will also liaise with the Facility Managers in the efficient operation of their facilities. All elements of project management and contract management are major responsibilities of this position.

Key Responsibilities

  • Manage the effective delivery of activities and services for the City Businesses including:
    • Oasis Regional Aquatics Centre 
    • Wagga Wagga Livestock Marketing Centre (LMC) 
    • Gregadoo Waste Management Centre 
    • Wagga Wagga Airport 
  • Develop, implement, and maintain strategic business master plans for the City Businesses including but not limited to; facility development and maintenance; tenancy and user agreements; security and safety operations; and regulatory compliance. 
  • Drive growth for the City Businesses, taking a commercially minded approach to future growth opportunities by implementing strategic plans for infrastructure upgrades, marketing and promotion, operational improvements, and collaborating with key stakeholders. 
  • Deliver capital projects and works in accordance with sound project management methodology, budget, resourcing and duration. 
  • Work with Business Managers to develop, implement, monitor and review sustainable facility business plans, including but not limited to: works schedules/program of works; budget forecasting; resourcing requirements; business performance measures; and business projections. 
  • Work collaboratively with colleagues organisational wide and provide input to asset management plans, works programs, policies and procedures that align with required service delivery outcomes and budgetary requirements.
  • Ensure a rigorous approach to the expenditure and management of public funds in carrying out all activities on behalf of Council. 
  • Develop and maintain networks and partnerships with key stakeholders including compliance authorities and other government organisations. 
  • Ensure strong contracts administration is applied across the Division through development of tender documentation, negotiation, and ensure the effective management of contracts relevant to the Division.
  • Attend and participate in Council, committee, and community meetings, workshops and forums, including those held after hours, as required.
  • Manage operational and service-related requests and staff issues effectively.

Skills and Experience

  • Tertiary qualifications relevant to the role (e.g. degree in business management or similar)
  • Australian Security Identification Card (ASIC) or willingness to obtain.
  • Demonstrated leadership experience including the ability to: develop and maintain a positive team culture; effectively manage staff performance; and identify and nurture talent. 
  • Substantial knowledge, understanding and experience relevant to the role including: management of commercial businesses of similar or larger scale; strategic asset and master planning for commercial businesses including infrastructure upgrades; and delivery of capital projects. 
  • Extensive experience in programming of works for multi-year delivery and in adapting to, influencing and leading change. 
  • Highly developed communication (oral and written) and interpersonal skills including sound conflict resolution, negotiation, presentation and facilitation skills. 
  • Demonstrated commitment to leading the delivery of quality customer service. 
  • Knowledge of statutory requirements of various acts and regulations relevant to the position. 
  • Solid understanding and experience in risk assessment of projects, activities and tasks.
